Ag. Chief Executive Officer
Mr. Nsubuga is the Acting Chief Executive Officer and the Director of Supervision and Compliance at the Authority. As part of the Management Team, he has been pivotal in developing and implementing a robust and proportionate supervisory framework.
Before joining URBRA, he spent close to 15 years at the Ministry of Finance, Planning & Economic Development (MoFPED), working in different capacities where he initiated policy and regulatory reforms in insurance, pension and capital markets. Read More
Mr. Nsubuga is a Chartered Accountant and a Member of the Association of Chartered Certified Accountants (ACCA). He holds a BSc. in Economics, MSc. in Financial Management and is an accredited Fellow of the Macroeconomic and Financial Management Institute (MEFMI) of Eastern and Southern Africa.
Hajji Hassan Nakabaale
Director- Communication and Public Affairs
Hajji Hassan Nakabaale, is the Director Communication and Public Affairs for the Authority, which he joined in March 2017. From 2004 to 2017, worked with Statehouse as a Senior Private Secretary to H.E the Vice President of the Republic of Uganda in the Directorate of Vice President Press Unit (VPPU), he also held different managerial positions in the Directorates of Economic, Investment, ICT and Political.
He holds a Master of Business Administration (MBA) and a Bachelor of Information Technology (B.IT) degree from Makerere University in Kampala, Uganda. He is a member of Public Relations Association of Uganda (PRAU), the umbrella organization of PR practitioners in public and private institutions in Uganda.
Hajji Nakabaale is a PHF Rotarian and a Distinguished Life Member of the Red Cross Society of Uganda, who participated in several National Corporate Social Responsibility programs that resulted into the construction of the blood bank at Mengo Hospital (the second in the country), the construction of the Cancer Unit at Nsambya Hospital and the on-going construction of the first Sickle cell Centre of Excellence treatment unit also at Nsambya Hospital.
Dan N. Badebye
Director Finance & Administration
Mr. Badebye joined the Authority in 2015. He is a Certified Public Accountant and Member of the Institute of Certified Public Accountants of Uganda (ICPAU), a Fellow of the Association of Chartered Certified Accountants (FCCA), and a Chartered Secretary from the Institute of Chartered Secretaries & Administrators (ICSA). He also holds a Bachelor of Commerce (Hons) degree from Makerere University and a Master of Business Administration (MBA) from the East & Southern Africa Management Institute (ESAMI) & Maastricht School of Management (MSM).
Mr. Badebye has over 16 years’ experience in Finance & Accounting, Enterprise Risk Management and Administration having worked as Head of Finance at National Drug Authority, Head of Support Services at Baylor-Uganda, Institute Bursar at Uganda Management Institute and Finance Manager at the Trident Trust.
He is the Chair of the Accountants in Public Sector Committee, and is a Member of the Member Services Committee of the ICPAU Council.
Susan Muhumuza Nyatia (Mrs.)
Manager Human Resource & Administration
Mrs. Susan Nyatia Muhumuza, joined URBRA in 2013 as Head of Human Resource and Administration on secondment from the Ministry of Finance, Planning and Economic Development. She was part of the initial team that was key in the initial institutional development. Read More
Susan has over 17 years’ experience in Human Resource Management having worked at the Ministry of Finance, Planning and Economic Development from 2000. From 2007 to 2013 she was head of Human Resource Management in the Ministry where she was pivotal in the realization of the Graduate Economists’ Scheme and restructuring of the Ministry among others.
She holds a Bachelor of Social Sciences (Hons) degree from Makerere University, a Post Graduate Diploma in Management from the Mediterranean Institute of Management (Cyprus) and a Master of Science Degree in Human Resource Management from University of Groningen (Netherlands). She is also a Certified Balanced Scorecard Professional from the Balanced Scorecard Institute.
Rita Faith Nansasi Waswa (Mrs.)
Manager Legal Services/ Secretary to the Board
Mrs. Rita Faith Nansasi Wasswa joined the Authority in 2013 when she was seconded from the Ministry of Justice and Constitutional Affairs to provide legal expertise and to assist the Board in the establishment of the Authority. Rita steered the Legal Department in the development and implementation of the Regulatory Framework for the Retirement Benefits Sector. She has been very instrumental in ensuring the enforcement and compliance with the Uganda Retirement Benefits Regulatory Act 2011, Regulations and Guidelines made under the Act.
Rita is an advocate of the High court of Uganda with over 12 years’ experience in legal practice and legislative drafting. She also has vast knowledge and experience in Corporate Governance practices.
She holds a Bachelor of Laws degree (LLB) from Uganda Christian University, Mukono, a Post Graduate Diploma in Legal Practice (PGDLP) from the Law Development Center, Kampala and a Master’s in Business Administration (MBA) from Eastern and Southern Africa Management Institute (ESAMI). She is currently pursuing the Chartered Secretaries and Governance Advisors professional course from the Institute of Chartered Secretaries & Administrators (ICSA).
Rita previously worked as a State Attorney in the Ministry of Justice and Constitutional Affairs, Directorate of First Parliamentary Counsel where she drafted several laws that have since been enacted. She was the lead Counsel responsible for drafting of the URBRA Act 2011, the various regulations made under the Act and the Retirement Benefits Sector Liberalisation Bill 2011. She participated in the Pension Reform Task Force that was spearheaded by the MoFPED between 2004 to 2011. She is also a member of the taskforce responsible for the Public Service Pension Reform.
Benjamin K. Mukiibi
Senior Research & Sector Development Officer / Head R & SD
Benjamin K. Mukiibi is the Head of Research and Sector Development at the Uganda Retirement Benefits Regulatory Authority, working on the design and management of the execution of research projects geared towards developing the Retirement Benefits Sector. His current projects include analysis of retirement fund investment costs and the design of defined contribution plans. He leads the Authority’s Corporate Strategy Team, and is in charge of project inputs for improved regulation and supervision of the Technical Committee of the International Organization of Pension Supervisors. He joined the Authority with over 14 years’ experience having worked with the Insurance Regulatory Authority of Uganda, and on projects implemented on behalf of the British Department for International Development (DFID), the German Development Agency (GiZ), the World Bank (WB), and the European Union (EU).
Benjamin is a specialist in regression analysis, including the application of econometric modelling in financial asset pricing, and quantification of operational and financial risks in business and market environments. He is a Certified Risk Professional, and a Senior Associate of the Australia and New Zealand Institute of Insurance and Finance (ANZIIF).
He graduated with an M.Sc. in Economics from Universitá degli Studi di Roma 'Tor Vergata', M.Sc. in International Cooperation and Urban Development from the Technische Universität Darmstadt, and MA in Environmental Security from the United Nations University for Peace.
Senior Procurement Officer / Head PDU
Patrick joined the Authority in 2015 as Senior Procurement Officer and Head of Procurement and Disposal Department. He holds a Bachelors’ degree in Procurement and Logistics Management from Kyambogo University and is a member of the Chartered Institute of Procurement and Supply (CIPS - UK). He also holds a diploma in Co-operatives and Business Administration and a diploma in Customs, Clearing and Forwarding both from Uganda Co-operative College, Kigumba. Read More
Patrick is the current Vice President CIPS Uganda Chapter, a member of the Board of Directors for Federation of Uganda Employers and a Member of the Governing Council of the Institute of Procurement Professionals of Uganda.
Patrick has over ten (10) Years’ experience in Procurement and Disposal both in Government and Non-governmental organizations where he worked as Procurement and Logistics Manager for World Vision International and Visions in Action.
Senior Internal Auditor / Head Internal Audit
Mr. Serukuma joined Uganda Retirement Benefits Regulatory Authority in 2017 as the Head of Internal Audit.
He has over eight years’ experience in internal and external audit having worked as Chief Internal Auditor at St. Francis Hospital-Nsambya, Accountant at Uganda National Roads Authority (UNRA)-Moroto station, Internal Auditor at Crest Foam Limited and Audit Senior at PKF Uganda. Read More
Edward is a member of the Institute of Internal Auditors-Global and the Institute of Public Accountants of Uganda (ICPAU). He holds a Master’s Degree in Accounting and Finance from Makerere University, and a Bachelor’s Degree in Accounting and Finance from Kyambogo University.
