Martin A. Nsubuga

Chief Executive Officer

Mr. Nsubuga is the Chief Executive Officer. As part of the Management Team, he has been pivotal in developing and implementing a robust and proportionate supervisory framework.

Before joining URBRA, he spent close to 15 years at the Ministry of Finance, Planning & Economic Development (MoFPED), working in different capacities where he initiated policy and regulatory reforms in insurance, pension and capital markets. Read More

Mr. Nsubuga coordinated the Pension Reform Task Force under the MoFPED between 2004 to 2011, and was part of the team that drafted the Uganda Retirement Benefits Regulatory Authority Act including some of the Regulations under the Act. He also served as a Director on the Board of the Insurance Regulatory Authority of Uganda between 2010 -2013 where he chaired the Audit Committee, and was a member on the Technical and Human Resource Committees.

Mr. Nsubuga is a Chartered Accountant and a Member of the Association of Chartered Certified Accountants (ACCA).  He holds a BSc. in Economics, MSc. in Financial Management and is an accredited Fellow of the Macroeconomic and Financial Management Institute (MEFMI) of Eastern and Southern Africa.

Hajji Hassan Nakabaale

Director Corporate and Public Affairs

Hajji Hassan Nakabaale is the Director of Corporate and Public Affairs of the Authority, which he joined in March 2017. He came on board with vast experience of more than 12 years in the fields of Corporate Communication, Public Affairs & Media Relation Strategies, Communication Policy & Advocacy, Press Conference Planning and implementation, Protocol matters, Digital Media Promotion & Consultancy, Corporate Social Responsibility, Community Mobilization & Sensitization. 

From 2004 to 2017, he worked as a Senior Private Secretary to H.E., the Vice President of the Republic of Uganda, in the Press Unit (VPPU). He also held managerial positions in the Statehouse’s Directorates of Economic Affairs, Investment Affairs, ICT, and Political Affairs. Read More

Nakabaale is a Charter member of the Chartered Institute of Public Relations (CIPR) of the United Kingdom, a Fellow of the Global Academy of Finance & Management (GAFM) of the United States of America, a Certified Public Relations Analyst (CPRA) affiliation of the University of Nairobi in Kenya and an alumnus of the Institute Leadership & Management in Quebec, Montreal in Canada.

He holds a Master of Business Administration (MBA) and a Bachelor of Information Technology (B.IT) degree from Makerere University in Kampala, Uganda. He is a member of the Public Relations Association of Uganda (PRAU), the umbrella body for professional Communicators and PR practitioners for both the public & private entities in Uganda.

He is a distinguished Rotarian at a Paul Harris Fellow (PHF) Level and a Life Member of the Red Cross Society of Uganda. Hassan has participated in several National Corporate Social Responsibility programs, including the construction of the Blood Bank house at Mengo Hospital (the second in the country), the construction of the Cancer Unit at Nsambya Hospital, and the ongoing construction of the first Sickle cell Centre of Excellence treatment unit also at Nsambya Hospital. 

Rita Faith Nansasi Wasswa (Mrs.)

Director Legal Services/ Secretary to the Board

Rita Faith Nansasi Wasswa is an advocate of the High court of Uganda with over fifteen years of experience in legal practice, legislative drafting and providing corporation secretarial services. She also has vast knowledge and experience in Board room dynamics and Corporate Governance practices.

She is currently the Director Legal Services / Board Secretary at the Uganda Retirement Benefits Regulatory Authority.

She holds a Bachelor of Laws degree (LLB – Hons) from Uganda Christian University- Mukono, a Post Graduate Diploma in Legal Practice (PGDLP) from the Law Development Center-Kampala and a Master’s in Business Administration (MBA) from Eastern and Southern Africa Management Institute (ESAMI). She is an Alumni of the Female Future Leadership Development Training Programme (FFP) Rita is also  Graduate Member of the Chartered Governance Institute (UK); an Institute for Chartered Governance Professionals, Advisors and Company Secretaries. 

Rita previously worked as a State Attorney in the Ministry of Justice and Constitutional Affairs in the Directorate of First Parliamentary Counsel where she drafted several laws that have since been enacted. Rita was the lead Counsel responsible for drafting of the URBRA Act 2011, the various Regulations and Guidelines made under the Act. She was a member of the Pension Reform Task Force that was spearheaded by the Ministry of Finance Planning and Economic Development to reform the Retirement Benefits Sector. She is also a member of the taskforce responsible for Public Service Pension Reform.

She greatly contributed towards the establishment of URBRA right from the Authority’s inception when she was seconded from the Ministry of Justice and Constitutional Affairs to support the Board. She has continued to steer the Authority’s Legal department in the development and implementation of the regulatory and licensing framework for retirement benefits schemes and the various service providers. She has been very instrumental in ensuring the enforcement and compliance with the Uganda Retirement Benefits Regulatory Act 2011, Regulations and Guidelines made under the Act.

Daisy Lynda Nabakooza

Director Supervision and Market Conduct

Ms. Daisy Lynda Nabakooza joined the Authority in 2015. She is an Advocate of the High Court of Uganda and all Courts of Judicature. She is also a member of the Uganda Law Society and East Africa Law Society.

She holds a Bachelor of Laws (Hons) Degree from Makerere University, a Postgraduate Diploma in Legal Practice from Law Development Centre (LDC) and a Master’s in Business Administration (MBA) from the Eastern & Southern African Management Institute (ESAMI). Read More

Daisy has over 10 years’ experience in commercial law and banking, having worked in both the public and private sector. Before joining URBRA, Daisy worked with DFCU Bank in the Credit Operations Unit, in charge of credit documentation and securities’ perfection.

Susan Muhumuza Nyatia (Mrs.)

Director Human Resource & Administration

Mrs. Susan Nyatia Muhumuza, joined URBRA in 2013 as Head of Human Resource and Administration on secondment from the Ministry of Finance, Planning and Economic Development. She was part of the initial team that was key in the initial institutional development.

Susan has over 17 years’ experience in Human Resource Management having worked at the Ministry of Finance, Planning and Economic Development from 2000. From 2007 to 2013 she was head of Human Resource Management in the Ministry where she was pivotal in the realization of the Graduate Economists’ Scheme and restructuring of the Ministry among others. She holds a Bachelor of Social Sciences (Hons) degree from Makerere University, a Post Graduate Diploma in Management from the Mediterranean Institute of Management (Cyprus) and a Master of Science Degree in Human Resource Management from University of Groningen (Netherlands). She is also a Certified Balanced Scorecard Professional from the Balanced Scorecard Institute.

Benjamin K. Mukiibi

Director Research & Strategy

Benjamin Mukiibi has extensive experience in insurance and pensions.  He has more than a decade of functional experience and expertise in corporate risk management, research and strategy, economic and statistical methods (multilevel models, factor analysis, structural equation models, latent curve models, item response theory models, latent class models, and mixture models) and databases.

Currently, he heads the Research and Strategy Function at the Uganda Retirement Benefits Regulatory Authority, working on the design and management of research projects geared towards retirement policy reforms, decisions and implementation of pension coverage initiatives.Read More

He also leads the Authority’s Corporate Strategy Team, and is in charge of project inputs for improved regulation and supervision of the Technical Committee of the International Organization of Pension Supervisors.

Previously he was involved in setting up and delivering social and economic development on projects implemented on behalf of the British Department for International Development (now UK Aid), the German Development Agency (GiZ), the World Bank (WB), and the European Union (EU)

Lydia Mirembe

Manager Corporate and Public Affairs

Lydia Mirembe joined URBRA in December 2019. She is a seasoned communication practitioner with a career spanning over 20 years. She holds a Bachelor’s Degree in Mass Communication from Makerere University and a Masters in International Communication from the University of Leeds, United Kingdom.

Lydia is a member of the Public Relations Association of Uganda (PRAU), Uganda Media Women’s Association (UMWA) and the East African Communication Association (EACA) Read More

She has practiced journalism and communication, working with reputable organisations like The New Vision Printing and Publishing Corporation, Makerere University, Uganda Christian University Mukono, Uganda Red Cross Society, UN OCHA among others. She has also undertaken several consultancy assignments in the areas of communication strategy development and implementation, project documentation, communication research and analysis

Over the last ten years Lydia has been involved in the Water Sanitation and Hygiene (WASH) Sector, working with SNV – the Dutch Development Organisation and International Water and Sanitation Centre as a communication, knowledge management and advocacy specialist. She has played a key role in the inception, implementation and scaling up of key approaches and innovations in the WASH sector. A wide range of communication and knowledge management outputs are attributable to her.  

Lydia is a communications trainer, particularly in the areas of development support communication, social and behavioural change communication, specialized writing, the art of public speaking and public relations.

Edward Serukuma

Senior Internal Auditor / Head Internal Audit

Mr. Serukuma joined Uganda Retirement Benefits Regulatory Authority in 2017 as the Head of Internal Audit.

He has over eight years’ experience in internal and external audit having worked as Chief Internal Auditor at St. Francis Hospital-Nsambya, Accountant at Uganda National Roads Authority (UNRA)-Moroto station, Internal Auditor at Crest Foam Limited and Audit Senior at PKF Uganda.Read More

Edward is a member of the Institute of Internal Auditors-Global and the Institute of Public Accountants of Uganda (ICPAU). He holds a Master’s Degree in Accounting and Finance from Makerere University and a Bachelor’s Degree in Accounting and Finance from Kyambogo University.
