Mr. Henry Balwanyi Magino
Board Chairman
Mr. Henry Balwanyi Magino is an Advocate of the High Court of Uganda and a Member of the Chartered Governance Institute (ICSA London). He holds a Bachelor of Laws (LLB Hons) from Makerere University and a Postgraduate Diploma in Legal Practice from the Law Development Centre.
With over 20 years of senior corporate experience, he has served as Company Secretary for major organisations including British American Tobacco Uganda (8 years), National Medical Stores (3 years), National Housing & Construction Company Limited (7 years), Entebbe Handling Services, and Roko Construction. He previously served as Board Member and Chairman of the Audit & Risk Committee at Uganda Development Bank (2015–2023) and is currently a Non-Executive Board Member of Arrow Security Services Limited. He maintains a private legal practice with Asire & Company Advocates. He brings expertise and experience in corporate governance, risk management, legal compliance, and board oversight.
Mr. Moses Bekabye
Board Member
Mr. Moses Bekabye represents the Permanent Secretary/Secretary to the Treasury (PSST), Ministry Of Finance, Planning & Econ. Dev’t on the URBRA Board. He is currently a Technical Advisor for Economic Affairs in the Ministry Of Finance, Planning & Econ. Dev’t. Between December 2012 to February 2015, Mr. Bekabye was the Chief Executive Officer of the Uganda Retirement Benefits Regulatory Authority (URBRA). Mr. Bekabye has spearheaded reforms in the pension sector since 2008, leading to the establishment of a regulatory framework for the sector, setting up the pension regulator for which he was the First CEO. He is now leading the effort to reform and modernize the retirement benefits sector to improve governance, and expand pension insurance coverage including to all those employed in the formal sector, the self-employed and informal sector. Mr. Victor Bua Leku
Board Member
Mr. Victor Bua Leku represents the Permanent Secretary, Ministry of Public Service on the URBRA Board. He is the Commissioner for Compensation at the Ministry of Public Service, responsible for the Wage Bill, payroll and pension of the Government of Uganda. He is the chief architect for the Public Service Pension Scheme reform and leads an Inter-Ministerial team on the Pension Reforms. He is an Associate Lecturer at the Virtual University of Uganda (now Nexus University), a National Trainer at the Civil Service College- Uganda, the Institute of Internal Auditors of Uganda, the Judicial Service Institute, besides several local and international consultancies.Read More
Mr. Bua holds a Master’s Degree in Management from the Uganda Management Institute, an Executive Postgraduate Diploma in Management from the International Management Institute, New Delhi- India, a Postgraduate Diploma in Human Resource Management from the Uganda Management Institute and a Bachelor’s Degree in Philosophy and Social Sciences of Makerere University. He is a member of the Global Academy of Finance and Management (GAFM), an accredited faculty of the International Management Institute, New Delhi, in Business Analytics and evidence-based Public Policy development and implementation.
He specializes in Human Resource Management, Pension Funds Governance, Designing Pension, Insurance and Social Security schemes, Business Analytics, Corporate Governance, Business process re-engineering, Human Resource Auditing, PROSCI Change Management, strategic leadership and management, Enterprise Resource Planning (ERP, Human Resource Information Management System (HRIS).
He is a Board Member of the Uganda Retirement Benefits Regulatory Authority (URBRA) and Chairs the Human Resource and Corporate Governance Committee of the Board, besides being a member of the Technical Committee of the Board. He previously served as a member of the Makerere University Council Committee for Staff Welfare, Staff Development and Retirement Benefits. He also worked in South Sudan as a Civil Service Support Officer under IGAD/ UNDP/ RSS, and the Government of Uganda supported Capacity Building Project to put in place systems for the new Government between 2011 and 2013. Under this arrangement, he helped build the capacity of senior Government Officials in Governance, Public Policy and Institutional capacity. He also undertook research for Juba University and the World Bank Juba Office, among others. Mr Bua also carried out a Mid-Term Review of the South Sudan Capacity Building Project (SSCAP), funded by the African Capacity Building Foundation (ACBF), besides supporting several Post Graduate Students in research areas and analytics. He developed the Civil Service Provisional Order for the Government of South Sudan, carried out a job evaluation and developed the pay structure for the Government of South Sudan, the South Sudan Pension Fund Bill and the Scheme. He developed the scheme of Service for the Insurance and Pension Cadre for South Sudan.
Other assignments/ accomplishments include/ included overseeing a comprehensive job evaluation exercise for the Public Service of Uganda, end-of-year project evaluation for several organizations, an assessment of Gender Based Violence (GBV) and Child Protection programme under Caritas Gulu, technical advisory services to the Cabinet Committee on Rationalization of Agencies and Public Expenditure, the development of the Pay and Remuneration Policy for Government of Uganda as well as the development of several Public Policies including strategic plans, pension schemes and human resource policies and procedures manuals.
Ms. Florence N. Kuteesa
Board Member
Ms. Florence N. Kuteesa is an economist with four decades of service dedicated to better management of public funds (PFM), largely in domains related to strategic planning, public policy, public sector budgeting plus gender and equity. She is currently serving as an independent consultant in PFM and a member of PFM Advisory Group of UK based ODI Global. Prior, she engaged in PFM related diagnostic work and delivery of technical assistance to low developing countries during her service with both Fiscal Affairs Department in the International Monetary Fund (2007-2016) and Price Water House Coopers, Nairobi (2005 – 2026). Read More She has a track record of 21 years as a Ugandan civil servant – rising to the level of Director Budget and serving on several public boards (1983-2004). She was instrumental in establishment of a Collaborative African Budget Reform Initiative (CABRI) – a network of budget officials in Africa and continues to influence PFM reforms in Anglophone counties in Africa. She holds a master’s degree in human resource development from University of Manchester in UK, and a Hubert Humphrey fellowship in strategic planning and public policy from University of Texas at Austin in USA.
Prof. Irene Nalukenge
Board Member
Prof. Irene Nalukenge is Associate Dean of the Faculty of Commerce and Associate Professor of Accounting at Makerere University Business School. She holds a PhD (Makerere University, 2018), MSc in Accounting and Finance, Bachelor of Commerce (First Class), and is a Certified Public Accountant (Uganda) and ACCA member.
With over 20 years of teaching and research experience, she specialises in Financial Accounting, Management Accounting, Public Sector Accounting, and Taxation. As Associate Dean, she oversees faculty quality assurance and curriculum development, including public sector accounting programmes. She previously worked as a part-time auditor on major EU- and USAID-funded projects and regularly conducts professional trainings in public financial management and public sector accountability for ACADRI and government institutions. She is East Africa Representative for the African Accounting and Finance Association and a member of ICPAU.
Mr. Moses Zziwa
Board Member
Mr. Moses Zziwa is a seasoned economist and former Commissioner of Finance and Planning at Uganda’s Ministry of Finance, Planning and Economic Development. He served in the Ministry for over 35 years, rising through the ranks from Finance Officer to Senior Economist, Principal Economist, Assistant Commissioner, and Commissioner. In his successive roles at the Ministry, he contributed directly to fiscal strategy formulation, debt sustainability analysis, borrowing policy, and the management of Uganda’s public debt portfolio.
He holds a Master of Arts in Economic Policy and Planning and a Bachelor of Science in Economics, both from Makerere University. He also holds specialised certifications in: Public Debt Management (Pretoria, South Africa, February 2020); Debt Sustainability Framework for Low-Income Countries and Medium-Term Debt Management Strategy (MTDS) (IMF–World Bank Joint Training, Vienna, Austria, August 2019). Since 2017, he has served as Board Member of the Uganda Registration Services Bureau and Chairperson of its Board Finance Committee. He retired from public service in March 2025.
Mr. Alex Asiimwe
Board Member
Mr. Alex Asiimwe is Commissioner for Labour, Industrial Relations and Productivity, Apprenticeship Superintendent, and Registrar of Labour Unions at Uganda’s Ministry of Gender, Labour and Social Development. With over 20 years’ experience, he leads policy development, enforcement of labour laws, labour productivity enhancement, and expansion of social security coverage for both formal and informal sectors. He serves as Policy Advisor to Government, employers and workers on labour matters and oversees nine branches of social security, including retirement benefits schemes.
He is Secretary to the Labour Advisory Board and the National Apprenticeship Steering Committee, and National Focal Person for Alliance 8.7 (ILO). He currently directs the Enabel-funded Decent Work and Social Protection Project and coordinates the World Bank GROW Project.
Alex holds a Bachelor of Laws from Makerere University, a Master’s in Occupational Safety and Health from the University of Torino, Italy, and an MBA from Uganda Martyrs University.
Rita Faith Nansasi Wasswa (Mrs.)
Chief Manager Legal Services/ Secretary to the Board
Rita Faith Nansasi Wasswa (Mrs.) is an advocate of the High court of Uganda with over fifteen years of experience in legal practice, legislative drafting and providing corporation secretarial services. She also has vast knowledge and experience in Board room dynamics and Corporate Governance practices.
She is currently the Accounting Officer/ Chief Manager Legal Services at the Uganda Retirement Benefits Regulatory Authority.
She holds a Bachelor of Laws degree (LLB – Hons) from Uganda Christian University- Mukono, a Post Graduate Diploma in Legal Practice (PGDLP) from the Law Development Center-Kampala and a Master’s in Business Administration (MBA) from Eastern and Southern Africa Management Institute (ESAMI). She is an Alumni of the Female Future Leadership Development Training Programme (FFP) Rita is also Graduate Member of the Chartered Governance Institute (UK); an Institute for Chartered Governance Professionals, Advisors and Company Secretaries.
Rita previously worked as a State Attorney in the Ministry of Justice and Constitutional Affairs in the Directorate of First Parliamentary Counsel where she drafted several laws that have since been enacted. Rita was the lead Counsel responsible for drafting of the URBRA Act 2011, the various Regulations and Guidelines made under the Act. She was a member of the Pension Reform Task Force that was spearheaded by the Ministry of Finance Planning and Economic Development to reform the Retirement Benefits Sector. She is also a member of the taskforce responsible for Public Service Pension Reform.
She greatly contributed towards the establishment of URBRA right from the Authority’s inception when she was seconded from the Ministry of Justice and Constitutional Affairs to support the Board. She has continued to steer the Authority’s Legal department in the development and implementation of the regulatory and licensing framework for retirement benefits schemes and the various service providers. She has been very instrumental in ensuring the enforcement and compliance with the Uganda Retirement Benefits Regulatory Act 2011, Regulations and Guidelines made under the Act.
