Hon. Julius Bigirwa Junjura
Board Chairman
Hon. Julius Junjura Bigirwa has vast experience of over 15 years in public administration and Management. He holds a Master’s Degree in Public Administration and Management from Uganda Management Institute. He holds a Post Graduate Diploma in Public Administration and Management from the Uganda Management Institute. He also has a Bachelor’s degree in Social Work and Social Administration from Kampala International University.
Prior to his appointment as the Chairman of the URBRA Board of Directors, Hon. Bigirwa has served as a member of the URBRA Board since 2019. Read More Hon. Bigirwa is a former Member of Parliament who represented Buhaguzi County in the 9th Parliament (2011-2016). While in Parliament, he was a member of the Natural Resources Committee, Budget Committee and the Adhoc Committee for the regularisation of the Oil Sector, October 2011. Before joining active politics, he was the Deputy Resident District Commissioner for Isingiro District.
Mr. Moses Bekabye
Board Member
Mr. Moses Bekabye represents the Permanent Secretary/Secretary to the Treasury (PSST), Ministry Of Finance, Planning & Econ. Dev’t on the URBRA Board. He is currently a Technical Advisor for Economic Affairs in the Ministry Of Finance, Planning & Econ. Dev’t. Between December 2012 to February 2015, Mr. Bekabye was the Chief Executive Officer of the Uganda Retirement Benefits Regulatory Authority (URBRA). Mr. Bekabye has spearheaded reforms in the pension sector since 2008, leading to the establishment of a regulatory framework for the sector, setting up the pension regulator for which he was the First CEO. He is now leading the effort to reform and modernize the retirement benefits sector to improve governance, and expand pension insurance coverage including to all those employed in the formal sector, the self-employed and informal sector. Mr. Victor Bua Leku
Board Member
Mr. Victor Bua Leku represents the Permanent Secretary, Ministry of Public Service on the URBRA Board. He is the Commissioner for Compensation at the Ministry of Public Service, responsible for the Wage Bill, payroll and pension of the Government of Uganda. He is the chief architect for the Public Service Pension Scheme reform and leads an Inter-Ministerial team on the Pension Reforms. He is an Associate Lecturer at the Virtual University of Uganda (now Nexus University), a National Trainer at the Civil Service College- Uganda, the Institute of Internal Auditors of Uganda, the Judicial Service Institute, besides several local and international consultancies.Read More
Mr. Bua holds a Master’s Degree in Management from the Uganda Management Institute, an Executive Postgraduate Diploma in Management from the International Management Institute, New Delhi- India, a Postgraduate Diploma in Human Resource Management from the Uganda Management Institute and a Bachelor’s Degree in Philosophy and Social Sciences of Makerere University. He is a member of the Global Academy of Finance and Management (GAFM), an accredited faculty of the International Management Institute, New Delhi, in Business Analytics and evidence-based Public Policy development and implementation.
He specializes in Human Resource Management, Pension Funds Governance, Designing Pension, Insurance and Social Security schemes, Business Analytics, Corporate Governance, Business process re-engineering, Human Resource Auditing, PROSCI Change Management, strategic leadership and management, Enterprise Resource Planning (ERP, Human Resource Information Management System (HRIS).
He is a Board Member of the Uganda Retirement Benefits Regulatory Authority (URBRA) and Chairs the Human Resource and Corporate Governance Committee of the Board, besides being a member of the Technical Committee of the Board. He previously served as a member of the Makerere University Council Committee for Staff Welfare, Staff Development and Retirement Benefits. He also worked in South Sudan as a Civil Service Support Officer under IGAD/ UNDP/ RSS, and the Government of Uganda supported Capacity Building Project to put in place systems for the new Government between 2011 and 2013. Under this arrangement, he helped build the capacity of senior Government Officials in Governance, Public Policy and Institutional capacity. He also undertook research for Juba University and the World Bank Juba Office, among others. Mr Bua also carried out a Mid-Term Review of the South Sudan Capacity Building Project (SSCAP), funded by the African Capacity Building Foundation (ACBF), besides supporting several Post Graduate Students in research areas and analytics. He developed the Civil Service Provisional Order for the Government of South Sudan, carried out a job evaluation and developed the pay structure for the Government of South Sudan, the South Sudan Pension Fund Bill and the Scheme. He developed the scheme of Service for the Insurance and Pension Cadre for South Sudan.
Other assignments/ accomplishments include/ included overseeing a comprehensive job evaluation exercise for the Public Service of Uganda, end-of-year project evaluation for several organizations, an assessment of Gender Based Violence (GBV) and Child Protection programme under Caritas Gulu, technical advisory services to the Cabinet Committee on Rationalization of Agencies and Public Expenditure, the development of the Pay and Remuneration Policy for Government of Uganda as well as the development of several Public Policies including strategic plans, pension schemes and human resource policies and procedures manuals.
Mr. James Ebitu
Board Member
Mr. James Ebitu represents the Permanent Secretary, Ministry of Gender, Labour and Social Development on the URBRA Board. He is an Economist by training with over 25 years professional work experience in planning, policy development, and design and implementation of social -economic development programmes. He holds a Masters Degree in Economic Policy and Planning. He is the Director, Social Protection in the Ministry of Gender, Labour and Social Development in Uganda. He held the position of Acting Permanent Secretary and Accounting Officer in the same Ministry for over one year. Read More
He is the lead person in providing the strategic direction in planning, implementation and coordination of the social protection services in Uganda, as the Chair of the National Social Protection Thematic Committee. Spearheaded the design and development of the National Social Protection Policy, establishment of the National Single Registry for Social Protection and the development of the National Social Protection Strategy in Uganda.
Prior to his present position, he was a National Programme Manager of the Youth Livelihood Programme in Uganda, and a Livelihood Specialist in the Word Bank- Funded Northern Uganda Social Action Fund. Served as a Short-term Consultant for the World Bank on Youth Employment. Offered Technical Assistance to the Second Tanzania Social Action Fund and Liberia Youth Employment Programme. Led Paper Discussions in a number of High-Level International Conferences including; on Youth Opportunities Programmes for Developing Countries at the World Bank, South-South Learning Forum, Beijing China; November 2015, and at the Office for the Prohibition of Chemical Weapons (OPCW) Conference, Hague, Netherlands, 2019. He is a member of the Board of Directors of the Uganda Retirement Benefits Regulatory Authority (URBRA). An Alumnus of Makerere University (Uganda) and Harvard John Kennedy School of Government, Harvard University, (Boston, USA). Was a National Delegate and Member of the First National Youth Council of Uganda,1993-1998.
Hon. Ninsiima Ronah Rita

Hon. Ninsiima Ronah Rita holds a Bachelor’s Degree in Development Studies. She is a Former Legislator who served in the nineth Parliament of Uganda as Kabale District Woman Member of Parliament for a period of five years from May 2011 to May 2016. While In Parliament, she served on the Human Rights, Health and Local Government Accounts Committees.
Hon. Ninsiima has a media background having worked with Voice of Kigezi in Kabale and Radio West in Mbarara for five years each from 1999 to 2010.Read More
She also serves on the board of Kick Corruption out of Uganda – Kigezi area (KICK) as Chairperson, Kigezi Women in Development (KWID) as a Board member and Grace Villa, an Orphanage that supports vulnerable Children with Education and shelter in Kabale as Board Member.
Hon. Mutebi David Ronnie

Hon. David Ronnie Mutebi is an accomplished business team leader with over 25 years of hands-on management exposure in competitive private sector business. He is currently Managing Director of World Point Business Group, a position he has held since 2006. He is also a treasurer of the Buikwe South Coffee Farmers’ Cooperative Society, a member of several voluntary and charitable organizations, and a member of the National Executive Conference (NEC) of the National Resistance Movement. He brings a diverse perspective to the board combining private sector result orientation drive, professional management and corporate governance skills, legislation, public mobilization and engagement to deliver thoughtful questions and insights that help drive informed decisions. Having worked in a competitive private sector business environment over the years across a variety of Industries on the local and global scale, he draws from a wide range of experiences to collaborate effectively and engage with the board membership and senior management. He is keen at skillfully bringing order to immensely complex, multifaceted and tumultuous situations while creating transparency, setting priorities, and facilitating trusting consensus among stakeholders.
While he served as a legislator in the Parliament of Uganda between 2016 and 2021, he actively participated in key legislation, representation and crucial oversight of key sectors, including Natural Resources, the National Budget, Science, Technology and Innovation. He was also instrumental in promoting the Social Economic Transformational effort and financial inclusivity through the microfinance support centre initiatives within the communities he represented.
Prior to undertaking Entrepreneurial initiatives, David Mutebi held the position of Sales and Marketing Manager at Nice House of Plastics and Sales and Distribution Manager at Nile Breweries Ltd, both multi-billion diversified manufacturing and trading companies which involved corporate and brand relationships with several multinational companies in various sales and marketing functions.
In all these positions he won accolades for designing and implementing successful Sales, Promotions, branding plans and designs all of which translated into local and export market growth.
Leveraging his entrepreneurial mindset, David Mutebi helped World Point Business Group that started as a firm designing business strategies for leading brands and investment consultancy services to grow into a modern printing and branding factory and a renown electronic audio visual media brand.
Championing the Business Group media arm, David Mutebi designed successful campaign plans including but not limited to a Plan for Public Information and Advocacy Support and Media Planning for HIV/AIDS (couple VCT) Campaign, Informal Sector Business Banking Mobilization, Campaign plan for Voter Education and Mobilization for the National Campaigns 2006 for the Electoral Commission of the Republic of Uganda, Public awareness and information for the 2014 National Census for (Uganda Bureau of Statistics). Besides these, David has designed promotional campaigns and materials for numerous leading brands and NGOs in Uganda and Rwanda.
Hon. David Ronnie Mutebi is a trained Educationist, Economist with post University training in Performance Management Systems, Dynamic Sales Excellence Standards, Market Mapping Techniques, Segmented Channel Management, Dynamic Sales and Marketing Skills, and Advanced Sales and Marketing Skills, among others.
In addition to the above, David comes to the board with additional skills, including Team Leadership, Entrepreneurial mindset, Building strategic alliances and partnerships, Resilience, Community organization and mobilization, and Change Management, among others.

A PhD holder of Makerere University, a Fellow and a Chartered Human Resource Analyst (CHRA) from the American Academy of Project Management and various trainings in human resource management, development and leadership. A champion of best practices in strategic human resource management (SHRM), policy and practice, employment laws, diversity management and equal employment opportunities with more than 20 years of administrative and human resource management work. Her field of expertise includes Human resource management & development. Policy and practice; organizational analysis and higher education management.
Dr Mary possesses specialized skills and competencies in Organizational Development, Institutional strengthening, performance-based human resource management, project management techniques, HR audit and job analysis, and human resource development. Including training, needs assessment, adult learning techniques, career planning and recruitment, education policy and planning, management techniques, coaching, counselling, decision making, negotiation, presentation skills, knowledge of human resource applications, and organizational skills, with the ability to deal with difficult situations.
She is a trainer of trainers, systems analyst and adviser on HR policy and practice on global HR trends, including HR metrics, and she has a keen interest in the global change management role of HR. She has the right disposition and a high degree of integrity and is well-versed in the large organizational management culture.
Rita Faith Nansasi Wasswa (Mrs.)
Acting Chief Executive Officer /Chief Manager Legal Services
Rita Faith Nansasi Wasswa is an advocate of the High court of Uganda with over fifteen years of experience in legal practice, legislative drafting and providing corporation secretarial services. She also has vast knowledge and experience in Board room dynamics and Corporate Governance practices.
She is currently the Acting Chief Executive Officer / Director Legal Services at the Uganda Retirement Benefits Regulatory Authority.
She holds a Bachelor of Laws degree (LLB – Hons) from Uganda Christian University- Mukono, a Post Graduate Diploma in Legal Practice (PGDLP) from the Law Development Center-Kampala and a Master’s in Business Administration (MBA) from Eastern and Southern Africa Management Institute (ESAMI). Rita previously worked as a State Attorney in the Ministry of Justice and Constitutional Affairs in the Directorate of First Parliamentary Counsel where she drafted several laws that have since been enacted. Rita was the lead Counsel responsible for drafting of the URBRA Act 2011, the various Regulations and Guidelines made under the Act. She was a member of the Pension Reform Task Force that was spearheaded by the Ministry of Finance Planning and Economic Development to reform the Retirement Benefits Sector. She is also a member of the taskforce responsible for Public Service Pension Reform.
She greatly contributed towards the establishment of URBRA right from the Authority’s inception when she was seconded from the Ministry of Justice and Constitutional Affairs to support the Board. She has continued to steer the Authority’s Legal department in the development and implementation of the regulatory and licensing framework for retirement benefits schemes and the various service providers. She has been very instrumental in ensuring the enforcement and compliance with the Uganda Retirement Benefits Regulatory Act 2011, Regulations and Guidelines made under the Act.
